Vacancy Title: PROCUREMENT OFFICER
Vacancy Location: Irvine
Vacancy Description: Our client based in Irvine requires a procurement officer. The procurement officer must have CIPS level 4 or be studying towards and have a significant amount of procurement experience, preferably in Public Sector, progressing quick quotes, tenders, mini competitions, single tender actions and direct awards. Fixed term for 18 months. All staff are currently working from home due to Covid-19. The exact office return date is not currently known. When all staff eventually return to the office, this will be on a hybrid basis, with the successful applicants working two to three days per week in the office and the remaining days at home. The candidates must be level 4 CIPS qualified or studying towards and have a minimum of 3 years recent Public, Third or Private Sector high value procurement experience and must have practical experience using PCS, PCS-Tender or similar e-tendering and advertising systems. The applicants must have significant experience of the end to end high value procurement process including: • developing contract strategies and carrying out extensive market research; • develop specifications; • publishing tender documents on e-Tendering system and contract notices on advertising systems; • opening and evaluating bids; • preparing tender outcome reports; • issuing award and decline letters including debrief; • preparing post project reviews. The applicant must have a track record of progressing high value/complex procurements including tenders, mini competitions, quick quotes, direct awards and single tender actions. The role has a salary range of £36,028 to £39,408 based on a 35-hour week. All employees receive 20 days annual leave with 8 fixed statutory holidays and 4 floating statutory holidays. Employees can also utilise a flexible working regime (business operations permitting) allowing flexi time to be accrued with the option to take 2 full days off per calendar month.
